Point of sale (POS) operators have denounced the incessant attacks by gunmen in various parts of Enugu.

Some of them who spoke to LEADERSHIP said the gunmen did not attack them and stole their money and also took their PoS devices.

A Maryland Axis of Enugu operative, who identified himself as Chibuike Amechi, said the unidentified gunmen recently attacked him and took more than N300,000 from him.

“I went to the bank to withdraw a huge sum of money, not knowing that some unidentified sienna-wearing gunmen were watching me. Shortly after I opened my shop, I saw three young men approaching my shop.

“Having suspected they might be criminals, I tried to lock my shop but they quickly detained me, took out a gun and collected over N300,000 from me.

“I ran after them and when they saw me driving near them they opened fire on me and dragged me out of my car and took my car away from me. I haven’t seen my car yet. I’ve just returned to work after a few days in the hospital.’.

Another employee at Independence Layout, Enugu, Miss Chineye Ugwu, said she was recently attacked by unknown gunmen during the day.

“Some armed men recently attacked me. The attack happened when people were still moving during the day. They collected my POS machine and a lot of money,” she said.

They called on the security authorities to come to their rescue, saying they lost huge sums of money to these robbers.

It was also noted that there was heavy gunfire last Saturday from unidentified gunmen who were on the brink of robbing PoS operators on Ogui Road.

CHENNAI: The number of people paying electricity bills online increased by 8.54 percent in June compared to previous months, although only 30 percent of all TANGEDCO consumers pay their bills online.

Of the nearly three million electricity consumers across Tamil Nadu, 91.44.267 paid their bills online in February and March. This rose to 99.25.520 in June.

According to Tamil Nadu Generation and Distribution Corporation (TANGEDCO), data was accessed for three months The New Indian Express, online payment increased by 11.80 percent in the Thiruvannamalai region, which tops the table in online payments. North Chennai ranks last with just 5.23 percent of consumers paying their bills online.

TANGEDCO officials said there are multiple types of online payment methods, including the utility’s own mobile application, Quick Pay, Net Banking and payment apps. “Although hundreds of thousands of people are using the Internet, most consumers still go to TANGEDCO’s direct collection centers to pay their bills. We have posted online payment method boards in all direct collection centers. The staff will also clear consumers’ doubts about online payments,” an official said.

Another official said that as even residents of urban areas are reluctant to go online, the utility has launched an awareness campaign. TANGEDCO also plans to expand bill collection to other parts of the state via point-of-sale (POS) machines now available in Chennai, the official said.

introduction

On May 24, 2022, the Telecommunications Engineering Center (TEC) has exempted certain categories of telegraphs from “compulsory testing and certification of telecommunications equipment” (MTCTE) Requirements under the Indian Telegraph Rules 1951 (as amended) (telegraph rules) due to overlapping certification requirements applicable to certain electronic devices.

With respect to the Telegraph Rules, responsibility for compliance with the MTCTE requirements rests with Original Equipment Manufacturers (OEM) or importers/foreign OEMs before selling or importing such telecom equipment into India. Without an MTCTE, the sale of such telegraphs is prohibited.

Since the exempt devices/telegraphs are popular and widely used categories of telecommunications devices, this exemption notice (exemption notice) are particularly relevant for OEMs and importers of such telecommunications equipment.

background

By way of background, any “telegraph” (which was given a fairly broad definition in the Indian Telegraph Act of 1885) which can be used with any telegraph established, maintained or operated under a telecommunications license issued by the Department of Telecommunications becomes (Point) must previously undergo a mandatory test and certification in relation to the parameters set by the competent telegraph authority, i.e. the TEC.

Following the Electronics and Information Technology (Mandatory Registration Requirement) Regulations, 2012 (CRO order), the Ministry of Electronics and Information Technology (MEITY) prescribed certain standards for various electronic devices. Under this framework, MEITY also carries out the mandatory registration of certain goods (which include, but are not limited to, laptops, PoS machines and other electronic devices). The CRO Regulations were also updated by the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Regulations 2021. Some new categories of electronic devices have been added, such as B. smart watches, mobile phones, smart card readers, smart speakers, etc.

This led to some regulatory overlaps as TEC also issued certain requirements for mandatory testing and certification of, among others, Smart Cameras, Smart Watches, Smart Electric Meters, Tracking Devices, IoT Gateways, Point of Sale (Pos) devices, etc. under the MTCTE regime.

These overlapping certification requirements led, among other things, to increased compliance efforts and costs for companies in this sector. With this in mind, a press release regarding regulatory overlap with mandatory testing was issued on April 30, 2022. In acknowledgment of the assurances made by the industry and the cost of compliance, the press release noted that DoT (in consultation with MEITY) decided to exempt certain telecommunications devices, resulting in the issuance of this Exception Notice.

In particular, the Telegraph Rules recognize that certain telegraphs (e.g., telegraphs imported into India for research and development purposes, etc., or other categories of telegraph) may be exempted from the MTCTE requirements by an order of TEC.

In exercising this authority, on May 24, 2022, TEC officially issued the exemption notice exempting the following categories of telegraphs from MTCTE requirements: (1) mobile user equipment/mobile handsets; (2) servers; (3) smart watch; (4) smart camera; and (5) PoS devices.

Compliance with the MTCTE regime

To facilitate the MTCTE, the TEC has established an online portal with details of, among other things, essential requirements and safety requirements for the MTCTE process in relation to specific types of telegraph/telecommunications equipment. TEC issues various test or ER parameters in relation to various telegraph/telecommunications equipment from time to time with the aim of, among other things, ensuring that the equipment meets the relevant national and international standards, the performance of the existing network to which they are connected, do not affect etc . In addition, the telecommunications licensees / telecommunications providers (TSP) it is expressly forbidden to use a telegraph on its network that does not have the required certification.

comment

The interaction of the legal and regulatory framework in the field of information technology and telecommunications is more important than ever with the advent of smart devices and the Internet of Things (internet of things) Services. While the exemption notice helps address the regulatory overlap, it is unclear whether it is entirely sufficient, as some categories of IoT devices remain in the domain of TEC and some of MEITY.

Going forward, harmonizing this regulatory framework will be important as smart devices are likely to take off in India with the advent of 5G. Nonetheless, the present exemption notice represents a relief to relevant stakeholders such as OEMs and will hopefully result in a simplified regulatory regime to facilitate doing business in this sector.

Criminal activity by scammers and armed robbers is hitting point-of-sale operators and customers in Niger State and Federal Capital Territory ‘hard’.

An investigation by PRNigeria revealed that scammers use “criminal strategies” to rob the providers.

Sometimes posing as PoS operators, the criminals also obtain ATM card details from people using their PoS devices and empty bank accounts in a matter of hours or days.

Abdulrazaq Siraja, an information technology graduate from the Federal University of Technology, Minna, recalled an incident where two “scammers” scammed him.

Siraja, who runs his PoS “business” with the help of a young lady he hired to work for him, told PRNigeria that he lost a huge amount of money to the two scammers who made fake cash transactions with Chika Nwendi, the female agent, conducted his PoS business.

Siraja said: “Sometime in January last year, two boys came to my PoS kiosk to deposit N100,000 into another account.

“It was my salesman who helps me manage the PoS business who took care of them.

“She got a wad of N1,000 notes.

“She confirmed the money and noticed that the money was incomplete.

“Then she gave them the money back for confirmation.”

“The guys gave her a similar bundle of N100,000 from N1,000.

“After counting and confirming the amount of money, Nwendi put the bundle of N1,000 in her drawer and then they (the boys) left my shop.

“But a few hours later, reality dawned on her when she wanted to review her daily transactions.

“Nwendi discovered that the wad of N1,000 notes also contained N100 notes.

“What the guys cleverly did was cover up the inside of the N1,000 bills they gave my PoS agent.

“They put an N1,000 note on top and bottom of the bundle of N100,000 they gave my PoS agent.

“Then there were only N100 bills in the middle of the bundle.”

As it turned out, Siraja reported the incident to First Bank of Nigeria manager Suleja Branch, who asked him to send pictures of the money (brought by the two scammers) and an affidavit to the court so that he (the bank manager) Freezing the account where Siraja deposited money for the scammers.

A few days later, it was discovered that the bank account to which Siraja had transferred the N100,000 (for the scammers) belonged to another PoS operator in Kano.

He added: “Over there in Kano, another PoS provider called Musa Aminu has sounded the alarm that his bank account has been frozen.

“Aminu then visited the bank and was informed about the fraudulent transaction on his account from my own page in Suleja.

“The two guys who cheated on Aminu in Kano worked with the two guys who also cheated on my PoS agent in Suleja.

“After the first two guys managed to cheat on my PoS girl, their partners in Kano went to Aminu’s PoS booth.

“They told him their uncle wanted to send them money to buy some things there in Kano.

“Aminu gave them his account number.

“And within a short period of time he received an alert for N100,000.

“He gave them the cash and removed his transaction fees.”

When Siraja and Aminu saw that nothing could be done to recover the “stolen” money, Siraja and Aminu were instructed by the Suleja branch’s First Bank manager to share the “loss” together.

The PoS operator in Kano was asked to give Siraja N50,000 while he (Siraja) will raise N37,000 for himself as all the money they (the two scammers) gave his PoS store clerk was N13. 000 fraud.

PRNigeria has also found that many PoS customers have experienced a situation where the money in their bank accounts went “empty” after patronizing some PoS providers.

Despite India’s leadership in large-value and quick payment schemes, there is room for improvement in payment acceptance infrastructure, the Reserve Bank of India (RBI) said in a report.

The India Payments Benchmarking report released on Friday provides a comparative position of the payments ecosystem in India compared to other major countries. Benchmarking of the 2020 position has shown that ATM and point-of-sale (PoS) terminal penetration needs to be improved.

Although the number of people served by a PoS terminal improved from 426 people per terminal in 2017 to 296 people in 2020, the number is still the highest among the 21 benchmark countries, the report said. The number of POS terminals in India increased from 3.08 million in 2017 to 4.59 million in 2020 and has grown at a CAGR of 14%.

“The nationwide availability of payment acceptance infrastructure can be measured by considering the people served by a single PoS terminal. In order to ensure the deepening of digital payments, it is imperative to increase the density of acceptance infrastructure across the country,” RBI said in the report.

In order to address the supply-side issues in acceptance infrastructure and to give impetus to the deployment of PoS terminals, RBI operationalized the Payments Infrastructure Development Fund (PIDF) in January 2021 with a focus on improving acceptance infrastructure in rural areas. As of the end of March 2022, 9.1 million digital payment acceptance devices and 0.39 million physical payment acceptance devices had been deployed under the PIDF program.

India’s performance in terms of currency in circulation (CIC) per capita took a hit, rising from $218 in 2017 to $288 in 2020. CIC per capita gives an indication of the use of cash, and a lower level implies a better migration to digital payment methods.

The RBI attributed the increase in CIC per capita to people’s tendency to use cash as a store of value during the Covid pandemic. “A high level of CIC does not necessarily indicate the use of cash for payment transactions and may represent the use of currency as a store of value. This is evidenced by robust demand for higher-quality currencies across jurisdictions,” the central bank said.

Of the 40 indicators used in the exercise, India was rated as ‘leading’ or ‘strong’ on 25, up from 21 in the previous round of the exercise, and as ‘weak’ on eight indicators, including 12 earlier. Since the last exercise, India has shown improvements in available digital payment options for bill payments, public transport ticketing systems, available cross-border remittance channels and a decrease in the use of checks, RBI said.

The Point of Sale (POS) Traders Association has highlighted the need for a repositioning of the sub-sector. The association made the announcement when the group’s leadership visited the Chair of the Abuja Branch of the Chartered Institute of Bankers of Nigeria, Prof. Uche Uwaleke.

In a statement from the chairman of the association’s Board of Trustees, Alhaji Ibrahim Abdullahi, the association said the visit was to discuss key issues on how to move the sub-sector forward.

Abdullahi said the visit is part of a series of visits to stakeholders in the POS business that are now being well received across the country.

He noted that the Association of Point Of Sales Users (POS) in Nigeria (APOSUN) is fully registered with CAC under Part C of the CAMA, 1990, adding that the Association aims to create jobs for the teeming unemployed youth to minimize crime and insecurity, create a culture of austerity among the teeming population, and instill positive moral behaviors among youth. He pointed out that one of their goals is to make POS business safer and contribute to the socio-economic growth of FCT in particular and Nigeria in general.

Announcing that there were over 167,000 POS machines in Nigeria as of March 2021, he said that APOSUN is committed to ensuring the welfare, addressing the challenges and concerns of all members.

“APOSUN believes that information management is a living ecosystem that includes end users, suppliers, consultants, analytics firms, business functions and enterprises. Our association is uniquely positioned to ensure secure POS business in a challenging digital age with unpredictable risks,” he said.

He also announced that the federation plans to hold a launch in FCT very soon and that the date for the event will be shared with the public. He added that the association is interested in collaborating with the Chartered Institute of Bankers of Nigeria in many areas, including reducing crime among POS operators, the banking industry and other financial institutions.

Adewale Opaleye, the founder of alerzoa leading B2B e-commerce company, announced that the e-commerce company is using its cashless payment and lending platform Alerzopay to provide retailers, regardless of their economic situation, with working capital to keep their businesses afloat and to advance financial inclusion to the excluded informal retailers.

According to him, the integration of Alerzopay and the use of the POS machines in their customers’ stores improve their overall profit margins as retailers receive commissions for each transaction made on the platform.

He explained that with the advanced POS terminals running on the Alerzopay platform, retailers can act as intermediaries: process customer deposits and withdrawals to purchase goods or use them as cash, and process value-added services such as utility bill payment and others.

Opaleye goes on to explain that the beauty of e-commerce platforms lies in their ability to use technology to create opportunities for businesses, including micro-retail stores, and empower them with digital solutions to improve and increase their efficiencies .

He explained that a range of Alerzo’s technology-enabled digital solutions allow retailers to order and pay for goods and replenish online or offline via USSD. “In our Alerzoshop retail app we have a huge range for our customers to choose from and we offer free delivery to all of the 13+ cities we currently operate in. We are changing the landscape for them (retailers) with on-time delivery,” Opaleye explained.

According to data from the National Bureau of Statistics as well as the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), micro and small medium-sized enterprises (MSMEs) make up about 96 percent of Nigeria’s registered businesses employing about 75 percent of the national workforce and Contributing about 48 percent to the country’s gross domestic product (GDP), it is clear that micro and small medium-sized enterprises (MSMEs) are the bedrock of the economy.

Opaleye goes on to talk about the contribution of B2B companies to the economy, noting that it is worth noting that e-commerce platform operators in Nigeria contribute in no small measure to the advancement of MSMEs, such as Alerzo, a leading e-commerce Platform in Nigeria Nigeria is making strides in empowering retail business owners with its various innovations including credit regulations.

According to Opaleye, e-commerce platforms also provide warehousing and fulfillment solutions for suppliers while delivering ordered goods to retailers for free. For example, he said Alerzo has been offering free delivery services to retailers for over two years.

“For the last two years we have been delivering to informal retailers free of charge. With our delivery services, retailers save time, energy and resources that they would otherwise have spent on restocking. These benefits have resulted in 85 percent of our retailers reducing their two to four weekly replenishment trips to zero,” he explained.
